Summary: A rewards program for those who are actively participating in governance. Users will receive an small amount of Pillar (PRL) if their proposal gets voted on and receive more Pillar (PLR) if it is approved.
Abstract: If this proposal is implemented, the DAO will facilitate X PLR per proposal on a revolving scale (listed below). These rewards will be dispersed at the end of every month. The average price of Pillar that month will determine how much they receive.

Motivation: It is no secret that participation right now is very low. The idea is not to get Governors rich but provide motivation to create proposals that will benefit Pillar and the community. If anything is truly good it will be approved, and if not it will at least spark conversation.
Specification: Users will be rewarded Pillar on a sliding scale (listed in abstract). No more then 10 approvals per month.
